When provided, must be a valid international phone number or a French national mobile number starting with 06 or 07. If + is omitted from an international number, the value must start directly with the country calling code; a 00 prefix is not accepted. The value is stored in E.164 format. Required when the resulting authentication_type is 'sms' or the existing level is not 'simple'.
